When you look at your files on your server from within DW, does it show SUCKYINDEX.html on the same folder level as your site's home page?

You will likely run into problems in the future regarding file names and capitalization, for example...
http://www.mjsnc.org/NAVBAR/BOARD OF DIRECTORS/boardOfDirectors.html
and
http://www.mjsnc.org/NAVBAR/BOARD OF DIRECTORS/BoardOfDirectors.html
...are different files as far as your server is concerned, but the same file as far as your OS cares. In DW and while using Preview in Browser, the two links above are the same for all intents and purposes. Online, the "little b" version is a 404 File Not Found.
It is best practice to use all lower case alpha-numeric names with hypens or underscores instead of spaces.
